Comprehensive development means a development containing any number of buildings or uses in combination of sites planned and developed in an integrated fashion and requiring special regulations with the approval of Council. Examples of existing comprehensive developments in Kimberley are Forest Crowne and the Kimberley Alpine Resort Lands. The following describes each of the comprehensive development areas in Kimberley :

Forest Crowne Comprehensive Development

Development in the Forest Crowne neighbourhood must be developed in accordance to the guidelines for land use, access and servicing within the neighbourhood. The Kimberley West (Forest Crowne) Comprehensive Development Plan is a concept plan which describes the type, form and character of housing with in the area. The comprehensive development plan for Forest Crowne also describes the type and amount of land uses (units and area) within the subject lands; including fifty percent open space retention.

Alpine Resort Development Lands

The majority of the lands identified as Alpine Resort Lands are governed by the Kimberley Alpine Resort Master Plan. The remaining lands are older resort development areas that will be regulated by zoning regulations and development permit areas. The Resort Master Plan specifies: land uses, infrastructure requirements, amenities, parks, trails, density, form and character of development on the subject lands.

Residential Comprehensive Development

The residential comprehensive development designation is a new land use classification. The designation is placed on larger undeveloped pieces of land that would benefit from comprehensive planning initiatives. Comprehensive planning on these lands is a tool to provide the City the ability to negotiate increases in open space areas and neighbourhood amenities with developers by utilizing density bonuses to encourage development clustering, preservation of sensitive areas, and potentially diverse residential housing types.

Townsite Comprehensive Development

The lands identified as Townsite Comprehensive Development are existing residentially zoned lands adjacent to a well-established, character neighbourhood. The subject lands have been designated a development permit area to ensure that the lands are developed in a comprehensive manner with reference to planning and development principles regarding neo-traditional town planning, conservation subdivision and alternative civil engineering practices.

Mixed Commercial/Residential

The land use designation for the Platzl has changed to encourage a mixed commercial and residential area. Commercial uses must be located on floors fronting the Platzl and Platzl Parking areas. The upper floors could be developed with office, residential or tourist accommodation uses. The proposed zoning would provide a financial incentive for major building alterations or redevelopment as residential units could be stratified and sold as individual strata lots. The intent of this change in designation is to increase the vitality in the Platzl and encourage the revitalization of the built environment.

Rural Resource

A new rural resource designation has been created to reclassify large parcels of existing heavy industrial zoned lands to a rural resource classification. To preserve large tracts of undeveloped lands, the City encourages owners to cluster residential development using density transfers and conservation subdivision principles. While cluster development would result in smaller lots, the average density would still be 1 unit per 20 hectares.

Proposed Boundary Expansion

The Planned Land Use Schedule identifies Proposed Boundary Expansion lands southwest of the City boundary in Marysville. Several of the parcels located in the proposed expansion lands are owned by Teck Metals Ltd. Teck Metals Ltd. has been in discussions with a potential purchaser of the subject Teck Metals Ltd. parcels. The potential purchaser is interested in developing a golf course community on the lands. Should there be a golf course community proposed adjacent to the City boundary the City may consider a boundary expansion to secure development approval authority provided that there is a clear benefit to the community.
